Fedeliq (Liqmin V4) — mining settlement — main view

Client and Idea

A PWA that operationalises Law 535 so cooperative miners can verify their settlements

A mobile-first, offline-first, installable PWA that puts the full formula of Bolivia's Law 535 on a cooperative miner's phone, so they can check whether the settlement the trading company pays them is fair. It includes an administrative panel (a mining settlements observatory) for CISEP/FEDECOMIN. A complete rewrite of the legacy V3.

The Challenge

In Bolivia around 9 in 10 miners work in cooperatives, and most cannot verify the calculation on their settlement slip (weights, grades, moisture, losses, quoted prices, mining royalty and dozens of deductions). That information asymmetry translates directly into lower household income; the right to information (Art. 87h/89) had to be operationalised with a calculation engine faithful to the statute and with up-to-date official data.

What We Built

I built a deterministic mining royalty calculation engine (the Art. 227 rate on a dynamic per-mineral scale, Supreme Decree 29577, dual exchange rate) replicated on the client and in Cloud Functions, validated against real receipts down to the cent. I automated ingestion of SENARECOM quoted prices and BCB exchange rates with idempotent cron scrapers, integrated slip OCR with Gemini, and stood up an observatory with KPIs and Art. 89 claims — all serverless at roughly $0/year.

  • Law 535 Art. 227 calculation engine, validated to the cent
  • 580 tests (Vitest, 28 files)
  • AI receipt scanning (Gemini / Firebase AI Logic)
  • 18 Cloud Functions with BCB/SENARECOM cron scrapers
  • ~204 trading companies and ~125 cooperatives loaded
  • Art. 89 re-settlement with automatic closure after 5 business days
